A South Carolina Wind Mitigation Inspection Could Save You Money

A South Carolina Wind Mitigation Inspection Could Save You Money

In 2007 a law was passed by the South Carolina legislature – a law that was created to help South Carolina homeowners protect their homes from wind and hurricane damage. Four years later, many South Carolina homeowners still are not aware of the possible savings they could receive with a simple, specialized home inspection.

The act requires that insurance companies provide discounts to homeowners, whose homes are protected against damage during a hurricane or windstorm. The use of storm shutters, roof tie downs, better roof coverings, impact-resistant windows and doors, and other actions taken to reduce losses are some examples of qualified improvements.

 Wind mitigation discounts may apply to existing older homes, as well as newer constructions, and are justified because stronger, more wind-resistant houses have lower windstorm losses. Lower windstorm losses result in reduced costs to insurance companies that are then passed on to the consumer. Inspectors typically charge $150 per inspection. By law, they are not allowed to charge any more. Many inspectors also offer discounts to the elderly and military personnel.

Inspections are performed and reviewed by state-licensed inspectors, who work closely with the homeowner’s insurance agent. Inspectors look for features that minimize wind damage during a hurricane or strong wind storm. Some of the features that qualify for wind mitigation certification include the type of roof, the presence of roof straps and secondary water resistance barriers. Inspectors then work with the insurance agent to ensure that the homeowner obtains the appropriate discounts.

In addition to the windstorm insurance mitigation inspections, Alpha Safe Home Inspectors also provides assistance in obtaining grant funds for South Carolinians to fortify their homes against the damaging effects of hurricanes and severe wind storms. The SC Safe Home Grant Program, operated within the South Carolina Department of Insurance, the same department that oversees the wind mitigation program, provides grant dollars to individual homeowners to make their properties more resistant to hurricane and wind damage. This program has helped more than 1,000 homeowners with grants totaling more than $4,568,000. State-certified inspectors, like those with Alpha Safe Home Inspectors, can help homeowners work through the grant process and ensure that their homes are retrofitted or fortified properly with money provided by the state.

May 2011 Charleston Area Real Estate Market Makes Month-Over-Month Improvements

Year-over-year data continues to show the difference of a non-incentivized market

CHARLESTON, SC—(June 10, 2011) According to preliminary data released by the Charleston Trident Association of REALTORS® (CTAR) 804 homes sold at a median price of $179,945 in May, which reflects 8% less buying activity and a 4% reduction in median price when compared to May 2010, when 878 homes sold at a median price of $186,497, as buyers were responding to the appeal of the homebuyer tax credit.

Sales volume grew by 4% and median price increased by 3% from April to May.

"We anticipate declines in year-over-year sales volume through the third quarter of this year. The data we’re analyzing thus far in 2011 reflects activity in a non-incentivized market, so it’s difficult to draw meaningful comparisons over last year’s figures” said 2011 CTAR President Rob Woodul. 

The tax credit required a ratified contract to be in place by April 30, with an initial closing deadline of June 30.  Legislation enacted in July 2010 extended the deadline to September 30.

“Most of the transactions encouraged by the appeal of the tax credit closed in May, June and July of last year—we saw huge gains in sales volume during those months” said Woodul.  “It’s unlikely that we’ll reach those levels this year and we won’t really be able to determine how well our market is adjusting until later this year” he added.

There were 8,895 homes listed as actively for sale with the Charleston Trident Multiple Listing Service as of May 31, 2011. 

April Adjustment

Preliminary numbers reported for April 2011 indicated 776 homes sold at a median price of $175,000. Adjusted numbers now show 801 sales at a median price of $177,000.

BERKELEY COUNTY

192 homes sold at a median price of $147,815 in May. This data reflects a decrease in both sales and prices when compared to May 2010’s 202 sales at a median price of $165,517. 

The area with the highest sales volume is bordered by Goose Creek-Monck’s Corner and Highway 52, where 42 homes changed hands.  Daniel Island logged the County’s highest median sale price at $310,000, while the County’s most affordable area is Cross and Bonneau, where the median price was recorded at $55,000.

CHARLESTON COUNTY

421 homes sold at a median price of $226,000 in Charleston County in May.  This reflects a decrease in sales and stability in pricing when compared to May 2010’s 475 sales at a median price of $228,000.

The most active area of Charleston County was Mount Pleasant, where 118 homes sold. The highest median price of $1,335,000 was on Sullivan’s Island while the most affordable area of the County is again in North Charleston (inside of I-526).

DORCHESTER COUNTY

165 homes sold at a median price of $164,900 in Dorchester County.  This reflects stability in both sales and prices when compared to May 2010’s 170 sales at a median price of $165,000.

The highest sales volume in occurred in the Summerville/Ridgeville area of Dorchester County, where 21 homes changed hands.   The area of North Charleston bordered by Summerville and Ladson recorded the County’s highest median price at $171,257.  The most affordable area of Dorchester County in May was Saint George and Harleyville, with a median price of $58,000.

Local prices have corrected at about half the rate of the Case-Shiller Index

CHARLESTON, SC—(June 1, 2011) As reported earlier this week, the Standard & Poor’s Case-Shiller Home Price Index for 20 large cities fell 0.8 percent from February, the eighth drop in a row. According to the index, home prices are now down 33% from the July 2006 peak.

However, activity in the Charleston market looks much different.  From its peak in June 2007, at $215,000, the median price for a home in Charleston has declined by about 16% to $180,000. That’s approximately half the rate that Case-Shiller reported.

“You cannot look at data measured in twenty large cities—none of which are in South Carolina—and draw conclusions about what’s happening in your local market” said Rob Woodul, 2011 President of the Charleston Trident Association of REALTORS®.  “Real estate is local; down to the neighborhood. The market has been and will continue correcting itself, based on an area’s level of inflation during the boom years.  The levels of correction are entirely relative and dependent on where you are in the country” said Woodul.

The Case-Shiller index only measures 20 markets and it is not representative of the U.S. as a whole—in fact, the index does not include any South Carolina cities.  The index also does not report actual home prices. It tracks repeat sales and reports percentage changes as a three-month moving average.

Year-to-date, sales are outpacing 2010 levels by about 8%, but the Association warns that over the next few months, sales volume will appear to be in decline, as figures will be compared to last year’s incentivized buying market. 

“This is a period of readjustment—this is a completely different market than it was five years ago, even two years ago.  We have a significant amount of distressed property on the market, selling at substantial discounts” said Woodul.

He cautions that a return to the pricing levels and sales volume of several years ago is not the mark of recovery.  “That was an irregular and unsustainable market, with too many sales at too high a price” Woodul said.

“Recovery will come when sales are at an even pace, pricing is in line with what people can afford and consumer confidence with regard to employment, housing and the economy at large has increased.  Over the next few months, we will see a clearer picture of how our market is responding to a non-incentivized buying environment.  The last five years have been so irregular; it’s been awhile since we’ve seen a normal, sustainable market” Woodul said.
