New Appraisal Standards Effective September 1st for Fannie Mae and Freddie Mac

It's finally happened: You've found the perfect home for your clients. Their financing is in place. But then…despite the comparables….the appraisal comes back low, threatening to ruin the whole deal.

To help make appraisals more consistent and accurate, and prevent situations like this in the future, the Federal Housing Finance Agency has directed Fannie Mae and Freddie Mac to develop the Uniform Appraisal Dataset (UAD). The UAD will (1) define what fields are required for an appraisal submission and (2) standardize both responses and definitions for certain fields.

Here are just a few of the items impacted by the recently implemented appraisal standards:

  • Days on the Market: Days on market is now defined as the total number of continuous days. If a property is taken off the market and then relisted, the appraiser will have to count all of the days it has been listed.
  • Offering Price: The original offering price and history of all price changes must be reported.
  • Property Style: Appraisers must use appropriate architectural design indicators such as "Colonial," "Farmhouse," etc. Descriptions such as 1 story, 2 stories, etc are no longer acceptable.
  • Condition of the Subject Property: An overall condition rating must be assigned from the predefined condition categories provided.
  • Quality of Construction: The appraiser must rate the quality of construction of the subject property and all comps using a list of 6 predefined quality levels.
The UAD appraisal standards are required for all appraisals conducted for conventional loans sold to Fannie Mae and Freddie Mac.

Saturday, November 5th, 2011 the Charleston County Parks and Recreation commission will host its 10th Annual Harvest Fest on Johns Island at the Mullet Hall Equestrian Center, Johns Island County Park. 

There is something for everyone in the family to do.  There will be excellent bluegrass music from five local bands.  The kids will have a blast going on hayrides, decorating pumpkins, a stick pony corral, lasso demonstrations, and much more.  There will be many holiday crafts to purchase along with some delicious southern favorites such as Carolina Barbeque, roasted corn on the cob, kettle corn, and more.  Cold beverages will be available.

The Band schedule is:  12:00pm Blue Plantation; 1:00pm Yee Haw Junction; 2:00pm Flatt City; 3:00pm Gravel Road; 4:00pm Blue Stone Ramblers.  

Own a horse and looking for some adventure? As part of the festival, Mullet Hall Equestrian Center offers the Harvest Festival Weekend Trail Ride for horse owners November 4 – 6. Bring your horse, camping gear, and supplies for two nights of camping and trail riding on 20 miles of beautiful, wooded trails at Mullet Hall Equestrian Center. Pre-registration for Trail Ride/Camping is required.

Charleston Home Sales Post Third Straight Month of Double-Digit Increases
Inventory shrinks to lowest level in five years

The Charleston-area real estate market celebrated another small victory this month, as sales volume increased by double-digits for the third straight month.  Sales increased 17% over September 2010, as inventory shrunk to its lowest level in five years.

The Charleston Trident Association of REALTORS® released preliminary figures showing 774 homes sold at a median price of $183,822 this September; 659 homes sold at a median price of $188,840 in September 2010.  The median price is a slight 3% lower than it was at this time last year. 

The most significant development in the Charleston market this month was inventory—the number of homes for sale in the tri-county area dropped below 8,000 for the first time since June 2006.  Inventory peaked in April 2008 with 11,879 homes for sale.   As of September 30, 2011 there were 7,792 homes listed as actively for sale with the Charleston Multiple  Listing Service—a 19% decrease from the 9,605 homes in inventory last September.

“This is an incredibly positive sign for the Charleston real estate market” said Rob Woodul, 2011 President of the Charleston Trident Association of REALTORS®.  “If we were to continue the current rate of sales, and take no new listings into inventory, it would take less than a year—ten months—to deplete our inventory” said Woodul.  “Realistically, of course, more homes will come on the market, and the pace of sales will slow somewhat going into the end of the year, but ten months of inventory is a healthier level than we’ve seen in a long time” he said.  “However, we will need to watch for potential inventory growth as banks release foreclosures as expected later this year” Woodul cautioned. 

Most experts cite five to six months as a healthy level of inventory for any given market. “Our local market is still weighted in the buyer’s favor, but a consistently shrinking inventory may indicate a more balanced buyer/seller ratio” said Woodul.  “We expect to see the volume of sales gradually slow, as it typically does heading into the end of the year, but buying activity continues to outperform 2010 levels” he said. 

Year-to-date, sales volume continues to build on its gains—last month, sales were 3% ahead of where they were last year; that figure has now grown to 5%.  7,076 homes have sold thus far in 2011, versus 6,766 homes sold at this point in 2010.   Median price is holding steady, down just 4% year-to-date, settling at $179,900 through September 2011.

August Adjustment
Preliminary numbers reported for August 2011 indicated 904 homes sold at a median price of $185,000. Adjusted numbers now show 928 sales at a median price of $183,822.  After adjustment, August’s sales figures indicate peak volume thus far in 2011.

BERKELEY COUNTY
190 homes sold at a median price of $175,237 during September in Berkeley County.  This reflects a 10% increase in sales and a 4% increase in median price.  Last September, 172 homes sold at a median price of $168,948.

The area of the county bordered by Highway 52 and the Cooper River showed the most activity—56 homes sold at a median price of $165,343.  The most expensive homes in the county can be found on Daniel Island, where 22 sales resulted in a median price of $309,962; while the most affordable homes can be found in St. Stephens and Bonneau, where 4 sales resulted in a median price of $31,450.

CHARLESTON COUNTY
Just under 400 homes changed hands in Charleston County this September—399 homes sold at a median price of $215,000.  These figures represent a 14% increase in sales and a 4% decline in pricing when compared to September 2010, when 351 homes sold at a median price of $224,500.

Outside the county’s largest geographic area of Mt. Pleasant, where 121 homes sold at a median price of $312,375, West Ashley (outside I-526) had the highest sales volume—66 homes sold at a median price of $190,000.  The most expensive homes in the county can be found in Wild Dunes, where 4 sales resulted in a median price of $557,500.  The most affordable homes can be found in North Charleston (inside I-526) where 14 homes sold for a median price of $78,500.

DORCHESTER COUNTY
Dorchester County sales rose sharply this September, with 163 homes sold at a median price of $162,500.  This represents a 36% increase in sales, but an 8% decline in prices from September 2010, when 120 homes sold at a median price of $176,000.

The Summerville/Ridgeville area had the most activity, with 73 closings at a median price of $170,559.  This was also the most expensive area of the county in which to buy a home.  The most affordable properties can be found in Summerville/Ladson, where 37 sales resulted in a median price of $143,000.

Charleston SC Real Estate Blog:  Is Solar Power a Viable Option For You?

The ideal candidates for solar power technically known as, residential solar photovoltaic project, are homes that are already energy efficient in that they have an airtight building envelope, energy efficient appliances, CFL light bulbs, etc.  A typical home will need 23 panels each panel is 3’ by 5’ to produce enough electricity for a typical residence, however you can install fewer panel is conditions dictate that.   The panels can be installed on most any type of roof in a variety of configurations with the ideal site being a roof that faces 15 to 30 degrees west or east of magnetic south with at least 5 hours of direct sunlight and minimal shading from trees or other structures.  The system basically requires no maintenance and has a life expectancy of 20-25 years. 

The system works by having the panels wired in a series and passing through a DC inverter and wired into both your homes electrical panel and a power meter to measure the kilowatts you are feeding back to the power grid.  When the system produces more power than your home consumes the excess if fed to your power company’s power grid and you get credit for the power you produce. 

There are significant state and federal tax credits available.  I recommend consulting with your tax advisor to determine what you qualify for.  You can check out www.dsireusa.org for applicable rebates and incentives in your area.
