Actions in Congress on Budget, Flood Insurance Having a Negative Impact on Housing Market

Concerns about a shutdown of the federal government slowed housing activity in September, according to the latest results from the Campbell/Inside Mortgage Finance HousingPulse Tracking Survey. Increases to flood insurance premiums due to recent legislation in Congress have also caused problems for buyers and sellers.

The federal government entered a 17-day partial shutdown at the beginning of October due to disagreements in Congress regarding the government’s budget. About 2,000 agents participated in the HousingPulse survey for September, which was
completed during the partial shutdown.

A number of agents said the shutdown had an impact on home sales. “The market here died with all the government shutdown problems,” according to an agent in California. “Everyone seems to be waiting to see what is going to happen before they
make any major decisions.”

The shutdown slowed mortgage processing for all lenders, regardless of mortgage-type, as lenders were unable to verify Social Security numbers or receive tax transcripts from the IRS.

Most lenders were able to process FHA mortgages but the Department of Housing and Urban Development said the shutdown could take two months for it to catch-up on FHA processing activities. And the U.S. Department of Agriculture’s rural
housing program was closed during the shutdown.

Congress agreed to re-open the government in mid-October. But the housingrelated shutdown problems could return as soon as January, the next budget deadline set by Congress.  Learn more about the October 2013 National Housing Trends here.

Most of the federal government programs that the real estate market relies on will continue to operate with minimal disturbance.  But, there will be some to halt operations or experience service delays. Here are the key takeaways:

1. Those with mortgage loans in process could experience delays as Internal Revenue Service (IRS) transcripts may not be able to be pulled in a timely manner, which are a required part of the mortgage underwriting process.

2.  The Federal Housing Administration (FHA) will continue to operate the single-family program. However, the FHA will NOT make any new commitments for multi-family lending.

3.  The National Flood Insurance Program (NFIP) will continue operations. Changes to NFIP took effect as scheduled today. For more on those changes, click here.

Rising Interest Rates Not An Immediate Concern; Sales-to-List Price Ratios Decline 

Rising interest rates have had a limited impact to date on the housing market, according to the latest results from the Campbell/Inside Mortgage Finance HousingPulse Tracking Survey. Higher interest rates are a long-term concern for real estate agents, but the market didn’t reverse in August and the Federal Reserve is maintaining low interest rates beyond September.

Interest rates on mortgages started to increase in May and plateaued at the end of June, according to Freddie Mac. The movement was spurred by speculation regarding the Federal Reserve’s stimulus efforts. In mid-September, the Fed
announced that it wouldn’t begin tapering its asset purchases, likely postponing further increases in interest rates until late fall at the earliest.

The housing market was strong during and after the interest rate fluctuation. The average number of offers on non-distressed properties remained elevated in August, current homeowners accounted for a growing share of home purchases, and average home prices for non-distressed properties continued to increase.

Non-distressed properties received an average of 2.3 offers in August, based on the three-month moving average in the latest HousingPulse results.
