Existing-home sales fell in January but are above year-ago levels, according to the National Association of REALTORS&amp;reg;.&lt;/p&gt;
&lt;p&gt;Existing-home sales &amp;mdash; including single-family, townhomes, condominiums, and co-ops &amp;mdash; dropped 7.2 percent to a seasonally adjusted annual rate of 5.05 million units in January from a revised 5.44 million in December, but remain 11.5 percent above the 4.53 million-unit level in January 2009.&lt;/p&gt;
&lt;p&gt;Lawrence Yun, NAR chief economist, said there is still some delay between shopping and closing that affected current sales. &amp;ldquo;Most of the completed deals in January were based on contracts in November and December. People who got into the market after the home buyer tax credit was extended in November have only recently started to offer contracts, so it will take a couple months to close those sales,&amp;rdquo; he said. &amp;ldquo;Still, the latest monthly sales decline is not encouraging, and raises concern about the strength of a recovery.&amp;rdquo;&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;Inventory Levels&lt;/strong&gt;&lt;/p&gt;
&lt;p&gt;Total housing inventory at the end of January fell 0.5 percent to 3.27 million existing homes available for sale, which represents a 7.8-month supply at the current sales pace, up from a 7.2-month supply in December. Raw unsold inventory is 9.6 percent below a year ago, and is at the lowest level since March 2006.&lt;/p&gt;
&lt;p&gt;&amp;ldquo;Activity should be picking up strongly in late spring as buyers take advantage of the tax credit, which is critical to absorb distressed properties reaching the market and to continually chip away at inventory,&amp;rdquo; Yun said. &amp;ldquo;With a downtrend in the number of homes on the market, especially in the lower price ranges, values are beginning to firm but with great variance around the country.&amp;rdquo;&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;Median Home Prices&lt;/strong&gt;&lt;/p&gt;
&lt;p&gt;The national median existing-home price for all housing types was $164,700 in January, unchanged from a year earlier. Distressed homes, which accounted for 38 percent of sales last month, continue to downwardly distort the median price because they typically are discounted in comparison with traditional homes in the same area.&lt;/p&gt;
&lt;p&gt;A parallel NAR practitioner survey shows first-time buyers purchased 40 percent of homes in January, down from 43 percent in December. Investors accounted for 17 percent of transactions in January, up from 15 percent in December; the remaining sales were to repeat buyers. The survey also shows that buyer traffic increased 9.4 percent in January.&lt;/p&gt;
&lt;p&gt;NAR President Vicki Cox Golder said buying a home in the current environment has become more challenging. &amp;ldquo;First-time buyers and others who need a mortgage are increasingly losing out to all-cash investors for the best bargains in many areas, particularly for foreclosed homes where cash is king,&amp;rdquo; she said.&lt;/p&gt;
&lt;p&gt;&amp;ldquo;Inventory conditions vary by price range, and of course there are major differences depending on location. REALTORS&amp;reg; are the best buyer resource for strategies on winning bids in increasingly competitive markets,&amp;rdquo; Golder said. &amp;ldquo;The bidding for more desirable homes will only accelerate between now and the April 30 contract deadline to qualify for a tax credit of up to $8,000.&amp;rdquo;&lt;/p&gt;
&lt;p&gt;According to Freddie Mac, the national average commitment rate for a 30-year, conventional, fixed-rate mortgage edged up to 5.03 percent in January from 4.93 percent in December; the rate was 5.05 percent in January 2009.&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;Single-Family Homes and Condos&lt;/strong&gt;&lt;/p&gt;
&lt;p&gt;Single-family home sales fell 6.9 percent to a seasonally adjusted annual rate of 4.43 million in January from a level of 4.76 million in December, but are 8.6 percent above the 4.08 million pace in January 2009. The median existing single-family home price was $163,600 in January, down 0.4 percent from a year ago.&lt;/p&gt;
&lt;p&gt;Existing condominium and co-op sales dropped 8.1 percent to a seasonally adjusted annual rate of 620,000 in January from 675,000 in December, but are 38.1 percent above the 449,000-unit level a year ago. The median existing condo price was $172,400 in January, which is 1.4 percent higher than January 2009.&lt;/p&gt;

&lt;p&gt;1.&amp;nbsp; About half of home sellers traded up to a larger size and higher priced home and slightly more than one-fifth traded down to a smaller and less expensive home.&lt;br /&gt;
2.&amp;nbsp; Eighty-five percent of sellers were assisted by a real estate agent when selling their home.&lt;br /&gt;
3.&amp;nbsp; Recent sellers typically sold their homes for 95 percent of the listing price, and 60 percent reported they reduced the asking price at least once.&lt;br /&gt;
4.&amp;nbsp; Forty-two percent of sellers offered incentives to attract buyers, most often assistance with home warranty policies and closing costs.&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;Home Selling and Real Estate Professionals&lt;/strong&gt;&lt;/p&gt;
&lt;p&gt;1.&amp;nbsp; Forty percent of sellers who used a real estate agent found their agents through a referral by friends or family, and 26 percent used the agent they worked with previously to buy or sell a home.&lt;br /&gt;
2.&amp;nbsp; Ninety percent of sellers reported that their home was listed or advertised on the Internet.&lt;br /&gt;
3.&amp;nbsp; Among recent sellers who used an agent, 81 percent reported they would definitely (59 percent) or probably (22 percent) use that real estate agent again or recommend to others.&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;For-Sale-by-Owner (FSBO) Sellers&lt;/strong&gt;&lt;/p&gt;
&lt;p&gt;1.&amp;nbsp; The share of home sellers who sold their home without the assistance of a real estate agent was 11 percent. About half of them, 45 percent, knew the buyer prior to home purchase.&lt;br /&gt;
2.&amp;nbsp; The primary reason that sellers choose to sell their home without the assistance of a real estate agent to a buyer they did not know was that they did not want to pay a fee or commission (49 percent).&lt;br /&gt;
3.&amp;nbsp; Nearly one-third of FSBO sellers took no action to market their home, and 57 percent did not offer any incentives to attract buyers.&lt;br /&gt;
4.&amp;nbsp; Eighteen percent of FSBO sellers reported preparing or fixing up the home for sale was their most difficult task, while 15 percent reported getting the price right and an additional 15 percent reported understanding and performing paperwork was the hardest part of selling their home.&lt;/p&gt;

				<title>Pending Home Sales Down From Surge</title>

				&lt;p&gt;Contract activity for pending home sales fell after a surge of activity in preceding months to beat the original deadline for the first-time home buyer tax credit. However, it remains comfortably above the level from a year ago, according to the NATIONAL ASSOCIATION OF REALTORS&amp;reg;.&lt;br /&gt;
&lt;br /&gt;
The Pending Home Sales Index, a forward-looking indicator based on contracts signed in November, fell 16 percent to 96.0 from an upwardly revised 114.3 in October, but is 15.5 percent higher than November 2008 when it was 83.1.&lt;br /&gt;
&lt;br /&gt;
Lawrence Yun, NAR chief economist, said a drop was expected. &amp;ldquo;It will be at least early spring before we see notable gains in sales activity as home buyers respond to the recently extended and expanded tax credit,&amp;rdquo; he said. &amp;ldquo;The fact that pending home sales are comfortably above year-ago levels shows the market has gained sufficient momentum on its own. We expect another surge in the spring as more home buyers take advantage of affordable housing conditions before the tax credit expires.&amp;rdquo; &lt;br /&gt;
&lt;br /&gt;
Buyers who have a contract in place to purchase a primary residence by April 30 have until June 30 to finalize the transaction to qualify for the tax credit of up to $8,000 for first-time buyers and $6,500 for repeat buyers.&lt;br /&gt;
&lt;br /&gt;
&lt;strong&gt;By Region&lt;/strong&gt; &lt;br /&gt;

The PHSI in the Northeast dropped 25.7 percent to 74.4 in November but is 14.7 percent above a year ago. &lt;br /&gt;
&lt;br /&gt;
In the Midwest the index fell 25.7 percent to 82.0 but is 9.2 percent higher than November 2008. &lt;br /&gt;
&lt;br /&gt;
Pending home sales in the South fell 15.0 percent to 97.8, but are 14.7 percent higher than a year ago. &lt;br /&gt;
&lt;br /&gt;
In the West the index declined 2.7 percent to 124.6 but is 21.4 percent above November 2008.&lt;br /&gt;
&lt;strong&gt;&lt;br /&gt;
Interest Rates Likely to Go Higher&lt;/strong&gt;&lt;br /&gt;
&lt;br /&gt;
Yun projects an additional 900,000 first-time buyers will qualify for the extended tax credit, in addition to about 2 million who have already purchased; 1.5 million repeat buyers also are expected to benefit from the credit.&lt;br /&gt;
&lt;br /&gt;
&amp;ldquo;Many trade-up buyers, who have historically timed their purchase based on school-year considerations, will have to accelerate their buying plans if they need the tax credit to make a trade,&amp;rdquo; Yun said. Repeat buyers do not have to sell their existing home to qualify for the credit, but they must occupy the home they buy as their primary residence.&lt;br /&gt;
&lt;br /&gt;
Yun added that mortgage interest rates cannot remain at rock-bottom levels for a sustained period and will likely inch higher in 2010. But the tax credit impact in the first half of the year and expected job-growth impact in the second half will support home buying activity and absorb enough inventory to bring a rough balance between buyers and sellers. Home prices are expected to stabilize or even modestly rise as a result in 2010.&lt;br /&gt;

&lt;p&gt;The Charleston-area residential real estate market continues to show signs of a strong recovery.&amp;nbsp; Led by incredibly strong sales in Charleston County, preliminary data from the Charleston Trident Association of REALTORS&amp;reg; showed 783 closed transactions in November, with a median sale price of $173,000.&lt;/p&gt;
&lt;p&gt;As of December 10, 2008, 435 properties were sold at a median price of $185,503.&amp;nbsp; This month&amp;rsquo;s numbers reflect an unprecedented 80% increase in sales and the third consecutive month of increases.&lt;/p&gt;
&lt;p&gt;This type of activity is uncharacteristic for November, and likely attributable to the passing of the original homebuyer tax credit deadline, which was November 30.&amp;nbsp; The tax credit deadline has been extended to April 30, 2010 and expanded to include provisions for existing homeowners inventory sits at this year&amp;rsquo;s lowest level, with 9,429 properties listed as &amp;ldquo;active&amp;rdquo; with the Charleston Trident Multiple Listing Service, as of November 30, 2009.&lt;/p&gt;

&lt;p&gt;Charleston County showed the greatest gains in the region during the month.&amp;nbsp; Sales doubled over last year, and median prices are within 1%of 2008 levels.&amp;nbsp; 361 properties changed hands in November at a median price of $225,000, in stark contrast to 2008&amp;rsquo;s 170 sales at a median price of $227,738.&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;DORCHESTER COUNTY&lt;/strong&gt;&lt;/p&gt;
&lt;p&gt;Sales continued to be strong in Dorchester County, up 42% year-over-year.&amp;nbsp; 199 properties sold at a median price of $150,000 this month, compared to 140 properties at a median price of $169,995 in 2008.&lt;/p&gt;

				&lt;p&gt;The U.S. Treasury Department announced new guidelines this week designed to make short sales go more smoothly.&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;To qualify under these new guidelines:&lt;/strong&gt;&lt;/p&gt;
&lt;p&gt;1.&amp;nbsp; The property must be the home owner&amp;rsquo;s principal residence.&lt;/p&gt;
&lt;p&gt;2.&amp;nbsp; The home owner must be delinquent on the mortgage or close to defaulting.&lt;/p&gt;
&lt;p&gt;3.&amp;nbsp; The loan must have been made before Jan. 1, 2009, and be for less than $729,750.&lt;br /&gt;
&amp;nbsp;&lt;br /&gt;
4.&amp;nbsp; The borrowers&amp;rsquo; total monthly mortgage payment must exceed 31 percentof their before-tax income.&lt;/p&gt;
&lt;p&gt;Under the plan, borrowers will receive $1,500 from the government for selling homes for less than the amount of their mortgages. Mortgage-servicing companies will get $1,000 for each completed short sale. Second-mortgage holders can receive up to $3,000 of the sales proceeds in exchange for releasing their liens. Investors who hold the first mortgage can collect up to $1,000 from the government for allowing the payments.&lt;/p&gt;
&lt;p&gt;Borrowers who complete a short sale under the program must be &amp;quot;fully released&amp;quot; from future liability for the debt, according to the guidelines.&lt;/p&gt;
